apply ackrc found on descent #460

"ackrc files are only applied from the current directory going up; when ack descends into a directory, it won't consider an ackrc there. "

Doing so might be desirable? Would this be as an option in ~/.ackrc to enable to look for it, or always on behaviour change? Principle of least-surprise DWIMery suggests alway on? (Would require a save stack for option sets to restore on recurse out?)
