Scholarship Filter Component #13

Need to provide filtering tools for scholarship attributes and eligibility information

For now, let's add filters for scholarship deadlines and amount range. For example, show me scholarships due in the next 30 days with a minimum reward amount of $1000.

We can create a separate GitHub Issue for the actual functionality of the filters. For now though, maybe there's a bar on the side or somewhere that you can specify filter parameters such as minimum reward amount
