Added noLocalInCss option #18

Closes #10

It is not probably the best option name, but nor is local. It would need further breaking API changes to be consistent and easily understandable.

Not covered with test as current test infrastructrure counts with single webpack compiler run. This option would require to have multiple. (local option is not tested either)

But I've tested it on local making testing build and local() dissapeared. 👍
