Problem with CP1251 characters in VCard #161

When I've registered to PyICQt I got all contacts and resolved names.
And instead of Russian characters I see some Korean or Chinese-like
characters. The same I see in VCard of ICQ Users.
My system fonts are okay, because It was working, but now it doesn't. The
same problem with other users, who use Windows and Linux.

I use latest PyICQt with Jabberd2, FreeBSD.

From config.xml:
<encoding>windows-1251</encoding>

Sources are native. I didn't modify anything.

set detect unicode to 2 in config.xml
