Add backup frequency options to backup settings

I suggest settings for the backup functionality should include a frequency 
option. Some of the options could be:
- Ask every time program exits
- Backup automatically every time
- Backup once per day
- Backup once a week
- Backup only on request
- Never??

My Reasons for this suggestion is that I would like to have an option to not 
see the backup q1uestion every time I shut down.

If set to do it automatically it would just happen, otherwise it could ask or 
not at whatever interval the user decided.

I added a date of last backup DB item and a frequency of backup selector to the 
database edit form.  The user can set this to always ask, ask once a day, once 
a week, once a month, or never. This prevents the nag screen for the backup 
until the interval has passed, then it asks every time picasa is run.
