update go_version to 1.17
update to use go1.17-alpine for docker base image

Hi @chenrui333 👋 Thank you for submitting this and sorry for the delayed review/resolution. This Go module has been updated to Go 1.19 (#269) and that will be included in the v0.29.0 release 🔜 .
