Owner not enforced #140

The Owner of the samples is not enforced to be the instance to which the submitter is affiliated to as previously discussed.

Enforcing an Owner based on the Institution is not trivial since there is no metadata field associating a user with an institution, just to the location where they store their data. Need to find a way to incorporate that information first before force its use on the Owner field.

Owner is now required as part of the strain submission routine.
