TEA Version? 1.1.1

SMF Version? 2 rc 4

What steps will reproduce the problem?
1. No installer, or explanation of how to install. Readme is very cryptic.

What is the expected output? What do you see instead? Some sort of installer, 
or explanation of how to install the package.

What version of the product are you using? On what operating system? Windows 7, 
with Filezilla.

Please provide any additional information below.

Install procedure:

Follow standard Smf Mod Install procedure

Yes as horstman stated you use the package manager under the admin control 
panel to install packages for SMF
