Reset blueprint to latest v2 #26

This is just bringing things in line with modern standards over in https://github.com/embroider-build/addon-blueprint

One of my favorite new things is that we can now use ember-cli-update to keep up to date 🎉 (you can see an example in my second commit on this PR)

@NullVoxPopuli you setup a lot of this, is there anything that needs tweaked? I see that the turbo config is deleted.
