Pophelp link has accessibility issues #298

What steps will reproduce the problem?
1. Use a screen reader assistive technology (e.g. VoiceOver on Mac 
Chrome/safari)
2. Navigate to any pophelp via keyboard (tabbing)

What is the expected output? What do you see instead?
Issues:
1. Pophelp is simply announced as 'question'
2. Pophelp has no direct relationship to the section/feature it describes

Please use labels and text to provide additional information.
Although we are hopefully moving to modal popups for the actual help dialogs, 
the links themselves (with I have now changed to a aria role of button) need to 
be tied to their label/feature somehow. Maybe via aria attributes in 
combination with new text strings in RPC server. Will need further 
investigation into the best solution.

Will also amend the question mark symbol to something more global (the ISO 
information symbol is probably the best candidate).
