Disable logging for new installations #397

Textpattern's logging uses tons of resources and can back fire in long run. 
Some users don't understand how it works and will never use the log data. The 
log data also is not very valuable (its identical to information that is 
provided by plain-text raw HTTP log).

As such we should disable the logging by default for new installations.
