Add BSD 3-clause licence to distribution #414

There are three licences listed in README.txt, two of which have their 
respective licence files included in the distribution. The 3-clause (New BSD) 
is missing. As I understand it, if there are contributions under the 3-clause 
licence, there's a requirement to maintain the copyright and disclaimers of 
warranty.

Proposal: update README.txt at line 9:

   Includes contributions licensed under the New BSD License.

to:

   Includes contributions licensed under the New BSD License.
   See LICENSE-BSD-NEW.txt for terms and conditions.

...and include a copy of the licence from:

http://opensource.org/licenses/BSD-3-Clause
