ci: try to disable Chromium download when installating puppeteer

• [x] Do not install Chrome in CI
• [x] Update the GreenIT-Analysis-cli dependency of the GreenIT package, to have a more recent version of puppeteer
• [x] Fixed a CI bug where the coverage reports job ran even if no coverage files where uploaded (as Moon does not generate coverage if there are no touched files)
