Unable to access file ../framework/apkbuilder.jar #19

What steps will reproduce the problem?
1. created an Android project
2. create hello world activity, as described in
http://developer.android.com/guide/tutorials/hello-world.html
3. build the module

What is the expected output? What do you see instead?
I expected a successful build and the app running in Android emulator.
Instead I get an error in the Make window: "Error: Unable to access jarfile
../framework/apkbuilder.jar"

What version of the product are you using? On what operating system?
8.1 (downloaded today), Win XP, Android SDK 1.1 R1

Please provide any additional information below.

BTW, I've been an IDEA user since 1.0.  I even use it to develop our Eclipse
RCP-based product :>   I really don't want to use Eclipse to do Android 
development!
 What can I do to help resolve this?  TIA, Chris.
