Move scripts out of doc/ and put docs in doc/ #100

Currently the doc/ directory only contains the scripts to generate the wiki
documentation; these programs are better of in scripts/ and should be
adapted to run from there.

It would also be nice to supply off-line documentation in doc/ 

 + mingus/
 |--+ doc/
    |--+ html/
    |--+ wiki/

We only need a wiki2html transformer for this, which can work with Google
Code's dialect (I have seen programs like this out there, just need to search).

distribute_docs now puts wiki documentation in doc/wiki for off-line viewing. 
Only
needs a wiki2html program now, but this currently has little priority, because 
we
need to get the wiki back up :P
