Add 'Depends on' alias for 'Include'.

The 'Include' directive for managing PR dependencies can now be aliased as 'Depends on'. Regex can be verified here: https://regex101.com/r/gN1nQ3/2

Note: I did not test this on an actual deployment of LPRB.
