Exception thrown on missing API Key #13

Can we trigger generation of an API key ourselves?

get_api_key() does this added with https://bitbucket.org/galaxy/galaxy-central/commits/0fd4d60db4e202d04fd42aa93c4af40c5d7b9748. I can open a PR if you would like.
