PRINSEQ wrapper #274

Hi,

I thought there were no ToolShed repository with wrapper for PRINSEQ. So I developed a new one. But, I just see yours. We could merge my repository with yours or I could also propose it to tools-iuc. What do you think?

I'm fine with both. If you go for IUC we should deprecate this one here. Thanks!
