Merging ModelDataInclusion branch into Dev branch #61

By including the model data repository as a submodule in the main repository, it is not in ordinary pull requests unless specifically requesting the submodule data. Additionally, it can be accessed through the main repository without having to clone and push/pull an entirely separate repo.

It is still a private repo. The submodule is just a pointer to a commit in the other repo and if you try to access is outside of being authorized it 404's you.
