i have added some comments with # XXX: prefix for issues i've found when writing the tests.

Not related to this PR, but i just noticed that the test fails when trying to vote for an issue in phase one because the css selector also matches the link i added to the new "who-voted.html". Everything works here, merging!

Fixed the identifier. We might have to just give the issue links a class, there's a good chance that it'll break again soon.
