Super user cannot create an interraction for a specific group

What steps will reproduce the problem?
1. Be a super user
2. Create a consultation

What is the expected output? What do you see instead?

One expect that the members of the community could answer the consultation.
Unfortunately, they cannot see it.

A simple fix would be to add a group field for the super user to let him create 
a consultation for a specific group.

Right management will probably need to be improved in the next release :)

Consultations are managed like other interractions. I think we should change 
interraction's right management

Issue fixed : groups members can see the consultations.
