cann't run in-app-billing demo #118

Who can help me?Thanks very much!
STEPS TO REPRODUCE:
1.i am in china.but i use vpn to connnect to network.And i have install the 
lastest
google play app,and it is running.
2.i use the in-app-billing version 2 ,demo,i think i have add all needed info 
at code and developer console.such as: had change the package name of app,had 
add key to code.add product on developer console ...

EXPECTED OUTPUT:

right page of in-app-billing-v02.

ACTUAL OUTPUT:

when i run the app,show a dialog,that is the info:
Can't make purchases.The Market billing service is not available at this 
time.You can continue to use this app but you won't be able to make purchases.
