Fixed Cost Buildings #10

Support buildings with a fixed (specific) resource cost.

Building model (cost, points)
Building collection (shuffle and split into 4 equal sized collections, fire event on empty)
Allow one worker to be placed on each of the top 4 building
Resolve should prompt (javascript confirm fine for now) if user wants to buy the building, unless they don't have enough resources, in which case the worker is simply returned
Just display cost and points in text for now (we can do images later)

This is a good resource for seeing what all the buildings are

all good here... everything else (bugs, new features) will be separate issues
