Add DOWNLOAD broadcast intent. #112

It adds an additional test to trigger a DOWNLOAD via an external broadcast request.

Why is this useful? Well, why is it useful to me?

With Tasker, I control whether a download starts based on factors such as the Wifi network I'm connected to, or whether I'm on external power or battery, or whether the battery charge is above a certain level, and so on.

Separately, I think this PR may also fix concurrent download issues between manual and scheduled downloads. Granted, they're unlikely to come up. Most people schedule automatic downloads for the middle of the night. But, nevertheless...
