[task] Deprecate engine (rework) #147

I've made the call to deprecate the engine option for v4. Given that going well I will remove in some future v5.

The considerations being.

It's unnecessary to maintain rework implementation when we have mature postcss implementation.
There are some requests from users to remove dependencies that are mostly unused, meaning rework (see #140).
The existence of multiple engines multiples test time of e2e tests.
It's desirable to have a minimal number of options and engine is unlikely to be used once rework is removed.
