Major changes

[x] automated e2e tests (MaxOS and Windows)
[x] monorepo (for now just to clean up some private deps)
[x] selectable "engine" as rework|postcss
[x] remove "file search magic" in favour of user customisable function

API changes to be documented

The absolute option requires css-loader with option root: ''.
[Breaking] Errors always fail and are no longer swallowed
[Breaking] File search not supported (join option available)
[Breaking] Multiple options changed
[Breaking] Root can only be empty or absolute path (like css-loader)
