Implement job configuration format similar to original <jobs> configuration #10

The following is a sample of the job configuration in NCron 1.0:

<jobs>
    <job name="cleanup" type="Acme.CleanUpJob, AcmeCronPack"/>

    <group name="mail">
        <job name="reports" type="Acme.MailReportsJob, AcmeCronPack"/>
        <job name="reminders" type="Acme.MailRemindersJob, AcmeCronPack"/>
    </group>

    <group name="backup" type="Acme.BackupJob, AcmeCronPack">
        <job name="full"/>
        <job name="partial"/>
    </group>
</jobs>

A similar XML format should be available in NCron 2.0, as it allows a 
concise description of job objects with many properties/constructor 
arguments.
