New announcement structuring #850

this is basically the same code as what was already reviewed to be put into the final-sounds branch. just needs to go into master now. also please let me know before we merge it so I can take out the log and also replace the subscription to secondUpdate with one to hourUpdate (it's easier to test with secondUpdate) but too fast for the game)

@microlm @bi3mer @ggetz can one of you pull this down and let me know if it works for you? you should see two announcements get added at the very start and then one per second after the game actually starts

The ship is ready to sail
