Wind & rain layering #854

Now we got a new rain sound and wind sound that layer on when there's a storm, with varying intensity.

Closes #523 I think and also closes #574 I think I guess whatever

I didn't want the wind to be so loud that it was overwhelming, but I can take a look at making it louder or getting another sound that would be better. And I'm using a modulator in FMOD Studio that is supposed to fade it in, not sure about fade out tho, i'll take a look
