i got put into pseudo-control branch, and it launched https://www.mozilla.org/en-US/firefox/59.0/tracking-protection/start/?step=2&newtab=true which is a page of placeholders.

I'm thinking I should probably turn off TP globally and use the same re-implementation in the code without showing any UI. (check for "pseudo-control" treatment before adding UI of any kind)
