The "Intro panel" is not displayed if the browser is updated

• This issue may occur if there is a dot release for Firefox before the user sees the "Intro panel".

[Affected versions]:

• Nightly 60.0a1

[Affected Platforms]:

• All Windows
• All Mac
• All Linux

[Prerequisites]:

• Have a firefox profile with QA Helper addon installed before installing study.
• Have the latest Tracking Protection Messaging .xpi installed (v.1.0.1)

[Steps to reproduce]:

• Open the browser with the profile from prerequisites.
• Open "About Nightly" window and check for updates.
• Click "Restart to update Nightly".
• Wait for the browser to restart and navigate on a webpage with blocked resources (e.g. www.cnn.com).
• Observe the Intro panel.

[Expected result]:

• The Intro panel is automatically displayed.

[Actual result]:

• The Intro panel is not displayed.

[Additional Notes]:

• After clicking the experiment badge, the panel displays the blocked resources.
• The issue si reproducible with both branches "fast" or "private".

Thanks Emil for finding this bug!

Since this is a pretty unusual situation (the add-on has just installed on the user's machine and they update Firefox without visiting any sites beforehand), and since the rest of the add-on seems to work fine with the pageAction following it, I'm tempted to say this is a P3.

P3. I wonder about the mechanism. I think this is actually Works as Expected.

• ADDON install
• but firefox shuts it down.
• firefox updates
• no special addon 'running' event.
