Give a more descriptive pref name for QA for variation override and test process #37

This is the getVariationFromPref method in bootstrap.js.

Instead of using "shield.test.variation", use something more like extensions.tracking_protection_messaging_study.variation_override as done here.

Add instructions on how to override deterministic studyUtils variation via about:config to TESTPLAN.md.
