Per the revised UX mocks and team discussions, the intro panel should:

be anchored to the pageAction icon
display the first time the user visits a page with blocked resources after addon install
provide a confirmation screen for the user if they decide to disable Tracking Protection from this panel

The pageAction panel should:

be anchored to the pageAction icon
toggle display any time the user clicks the pageAction icon when the intro panel isn't open.
provide a confirmation screen for the user if they decide to disable Tracking Protection from this panel

UI telemetry should include:

sending a ping for each action the user takes (dismissing the panel, clicking any buttons or links in the panel, ...)
send a ping when the panel closes, including how long the panel was open for
Send a ping when the panel is opened
Anything else?
