There is problem with 3.8.1 eclipse version, Menu Extension (Path: 'org.eclipse.pde.ui.manifest.tools' is invalid #16

There is problem with 3.8.1 eclipse version, I don't see PDE-Tools sub menu.
It is renamed to the "Plugin tools" now and I cannot find "Create obfuscation 
configuration now"

I see the same error in Eclipse 4.3 RCP. Any solution?
