LCF-codelists.xsd annotation inconsistencies. #316

While reviewing the amendments for LOS as part of issue #311, @franciscave noted the annotations for the LOS list were inconsistent with the RVS code list documentation.

For consistency, we should review the annotations within the xsd files to ensure we have applied documentation consistently, and aligned with the main documentation page.

Annotations for the following code lists were added: LOS, CIS, CMT, CRT, EXC, LCS, MNA, MNT, PCS, PNI, PNS, PYS, PYT, RDN, RVT, SCD, SPA
