Amend V1.3.0 change log inline with agreed benefits wording. #336

At the review session on 9th April 2024 it was agreed to update the V1.3.0 change log and replace it with the agreed highlights & benefits document which was created for marketing the release.

Created branch with main as a base, as this is the current 1.3.0 release version. Created pull request to merge changes back to main.
