Won't show the contact if the number is not **exactly** the same

I have created some contacts with the country prefix before the number (like 
+33<number> or 0033<number> for France).

When those contacts call me, OutCALL shows a notification like if the number 
was an unknown number.

its some code error
its not prefix/number problem
...
can some1 help me with VS2008-compile way?
