Allow network move when in node move

This is a feature request - it would be very handy if the user could move (pan) 
the network when the Move Node Position tool was active - often as one is 
moving nodes they need to be able to also pan/move the network - switching 
between node moving and network moving is inconvenient - especially if nodes 
need to be moved some distance

A similar philosophy could be applied to when in the Add 1 or 2 way link mode - 
essentially the network should be "panable" at all times holding down say the 
right mouse button while dragging type of thing.
