Improper Link XML not properly caught #28

What steps will reproduce the problem?
1.

Send in the following publish:

      <ns1:publish xmlns:ns1="http://www.trustedcomputinggroup.org/2006/IFMAP/1">
         <update>
            <link>
               <identifier>
                  <access-request name="131.231.128.28"/>
                  <ip-address value="123.123.123.123" type="IPv4"/>
               </identifier>
            </link>
         </update>
      </ns1:publish>

What is the expected output? 

Error

What do you see instead?
