adding IP adresses and add after a new external server #362

Steps to reproduce:
1. add ip pool
2. add new external vm host server
3. ip adresses aren´t available for this external server, we have set use for 
all, but only for local server they are available. if we add a new pool, the 
adresses are available for all host servers

Actual result:

Expected result: no ip of this pool in the list

Version of the product: last

Server OS: linux debian squeeze

Browser: ie/ff newest version

Hi, we have found the bug.

if you add a ip range, the filed in database was NULL, if you update a ip range 
to all server, the script set database field to 0. its a error in code of ovz. 
please fix it to NULL on update a ip range for all servers. regards
