tag_list_view_item partial for products only shows subtags if top level tag has products #115

What steps will reproduce the problem?
1. Create a tag and a subtag of that tag 
2. View products by tag

What is the expected output? What do you see instead?

Expect to see the subtags, won't see them until products are assigned to
the top level tag

What version of the product are you using? On what operating system?

Trunk on ubuntu linux
Please provide any additional information below.
