customer able to avoid tax on items #153

What steps will reproduce the problem?
1. Have it setup to tax items 
2. choose on item, go through to checkout, then on "step 3 please confirm 
your order" choose continue shopping, order another item, then use the back 
button to return to step 3.

What is the expected output? What do you see instead?
Should have an increased tax [note also that if shipping were variable, it 
too, might have been wanting to change at this point, but remains at the 
older shipping cost].
It should have kicked me back to checkout, I believe, or at least to select 
shipping.

What version of the product are you using? On what operating system?
whatever is at substruct.subimage.com

Note also that the javascript disabled continue buttons currently prevent 
customers from going back and changing their shipping selection--I might 
suggest only javascript disabling the 'final' button-- "submit your order."
