\RTLfootnote and \LTRfootnote #10

bidi has these two to generate footnotes that are always in the specific direction.

luabidi only has \Footnote, which is equivalent with \LTRfootnote. It does not have an equivalent to \RTLfootnote. Also \Footnote is missing the optional argument.
