reformat using precommit
contributing:
- add minimal info to serve website locally
- add TOC (related to #26)
add page for FAQ for dev (the file was already present but there was no easy way to access it)
remove unnecessary HTML (jekyll and github pages can handle markdown just fine)
add social media and email links to navigation
refactor navigation button creation

closes #17

FYI: used the BIDS standard username to link in the nav bar and not the BIDS apps one.
