Add the lib argparse to interpret command in fsl files

I had a quick look and overall this looks good to me but it would be great for someone else to have a closer look. @hermann74 can you review this PR?

@cyril-data: if you have addressed all the comments by Hermann (which I think is the case), I beleive this is good to merge!
