[ENH] SH description (take 2) #28

Manually took the changes in #8 and applied them to the current state of the BEP.

I expect that when details of the Descoteaux SH convention are introduced, some of the details that are currently attributed to the MRtrix3 convention will be shared between the two, and will therefore be moved to the "concepts shared across all spherical harmonics bases" section.

Removed placeholder for Descoteaux SH basis; would suggest that there should instead be a PR dedicated to the introduction of that basis, along with any formatting changes required to do so.

Dipy has software for SH representations and we should bring back here the Descoteaux SH representation
