run maintainers report scripts on CI every last day of the month ... #4

... and then we can download the "artifacts" directly from GitHub, put them in the Google Doc, and send it off. :-)

Would involve storing a personal access token in GitHub secrets for this repo. That PAT is needed to run the maintainer report script.
