it looks like it is not a big release so probably I need to bump the numbers and try it out. the install files look like 13.2 version with the 7 discs.
You can also do that and send me a PR.
i think you can add 13.4 to this https://github.com/biemond/biemond-oradb/blob/puppet4_3_data/manifests/installem.pp
and copy these 2 templates . https://github.com/biemond/biemond-oradb/blob/puppet4_3_data/templates/em_install_static_13.2.0.0.ini.epp and https://github.com/biemond/biemond-oradb/blob/puppet4_3_data/templates/em_install_13.2.0.0.rsp.epp
