tnsnames.ora file doesn't identify itself with "Puppet Managed. Do not edit!" or similar #293

The tnsnames.ora file doesn't identify itself as being managed by puppet. A header should be applied at the top of the file with something like:

PUPPET MANAGED. DO NOT EDIT.
