Implement LED #5

The tags this chip comes in usually have an LED connected to pin3, it might be fun to be able to use that as well.

https://github.com/biemster/st17h66_blinky and https://github.com/biemster/st17h66_RF both use the LED, and since this repo will be ported to the RF only approach of st17h66_RF, this can be closed.
